Project Name: Consultancy   Services for The Development of the Monitoring and Evaluation Framework for The Water and Environment Sector Refugee Response Plan (WESRRP)

Description: The WESRRP contributes to the overall national refugee response plan that is developed jointly by OPM and UNHCR in conjunction with the various stakeholders involved in the refugee response. The stakeholders include relevant government institutions (MDAs), Development Partners, local and international Civil Society Organizations, Private Sector, Academia, etc. A Refugee response sub-group has been established at the Ministry of Water and Environment together with a Secretariat to oversee and monitor the implementation of the WESRRP.

Objective: Develop a comprehensive monitoring and evaluation framework for the WESRRP. The M&E framework and plan will be used for assessing and understanding the progress of the refugee related interventions, outputs and outcomes of the WESRRP.

Scope

  • Review the Water and Environment Sector Refugee Response Plan.
  • Review a sample (at least three) of the individual project monitoring plans for the various projects under implementation in the refugee hosting areas.
  • Develop a comprehensive monitoring and evaluation framework for the WESRRP.
  • Develop M&E tools/templates that can be integrated in the MWE M&E existing tools
  • Develop the evaluation strategy that draws on Organization for Economic Co – operation and Development (OECD) Development Assistance Committee (DAC) evaluation criteria related to relevance, effectiveness, efficiency, impact and sustainability and coherence with the plan.
  • Provide technical guidance on the rollout of the comprehensive M&E Framework
